This may sound harsh but this women deserves to have the dog taken away! its 15 flippin pounds and cold out, i don’t care if it was wearing a sweater or not you do NOT leave any animal waiting outside for you for 45 minutes while you go to the gym or shop! I have an 84lb lab that loves cold weather but i’d NEVER ever leave her out in a public place alone, let alone leave her tied up out in teh cold for 45 minutes!
I also am fortunate to have a shihtzu for my pet, she is 6 yrs old and NEVER would I expect her to enjoy being tied up outside of any place for a 45 mins time period. As far as I am concerned you made a very poor decision to bring your puppy to the mall and leave him unattended for any period of time. Ask yourself, would you enjoy being tied up for 45 mins while a bunch of strange people walk past you the whole time. What if he had to go potty, did you expect him to do so on the pavement?
I am sorry but some people just should not have pets of any kind. There is a place and time for dogs and being tied up outside the local mall isn’t one of them.
Why would anyone leave a dog outside in the cold and wet for 45 mins ?
